Planning permission (UK)

This page is general guidance for homeowners in the UK. Rules can vary by location and by property type (for example listed buildings or conservation areas). If you’re unsure, speak to your local planning authority.

Quick check: Most garden sheds / garden rooms are covered by permitted development when they meet basic limits on height, location and use (and your property has PD rights).

Permitted development basics

  • Single storey outbuildings only.
  • Not in front of the principal elevation (i.e. not forward of the main front wall of the house).
  • Not self‑contained living accommodation (no separate dwelling).
  • Total ground area of outbuildings (and other additions) should not cover more than 50% of the land around the “original house”.

These are common conditions for outbuildings under household permitted development (often referred to as “Class E” rules).

When planning permission is more likely

  • Listed buildings or properties on designated land (e.g. conservation areas)
  • Two‑storey designs
  • Sleeping / separate living use
  • Balconies / verandas, or raised platforms beyond limits
  • Very tall buildings, or buildings close to boundaries above the height limit

Height rules (common guide)

  • Max eaves height: 2.5m.
  • Max overall height: 4m for a dual‑pitched roof, or 3m for any other roof.
  • Within 2 metres of a boundary: the whole building should not exceed 2.5m in height.

Tip: If you need to go closer to a fence line, keep the overall height at or under 2.5m.

Position and use

Good to know

  • Doors and windows can usually face any direction, but consider neighbour privacy.
  • Home office / hobby room use is often fine if it remains ancillary to the main house.
  • Adding a bathroom or kitchen can change how the building is treated — ask the council if in doubt.

Decking / platforms

  • Balconies and verandas are not permitted development in many cases.
  • Raised platforms are commonly limited (often around 300mm). If you need steps, handrails, or a high deck, check first.
